Tony Barr President
Tony Barr is serving his sixth term as the President of Teamsters Local Union 916. A former driver for USF Holland, Tony has been a Teamster for over 28 years. Barr has been a member of Local 916’s Executive Board since 1996 and President since January 1, 1999. During Tony’s tenure as President, Local 916 has seen times of prosperity and innovation including the construction of a brand new hall and the creation of a website and newsletter to keep the members informed. Other accomplishments during Barr’s Presidency include the annual D.R.I.V.E. Golf Outing, Membership Appreciation Day, hosting a booth at the Illinois State Fair, and the formation of 916’s own D.R.I.V.E. fund that ensures Local 916 remains on solid economic ground and the continuation of outstanding contracts for our members.
Tony served as a member of Joint Council 65’s Executive Board from 1998-2008. Currently, Barr serves on Joint Council 25’s TVIP Team. Barr is also a Business Agent for employees in the Public Services industry.
An avid outdoorsman, Barr lives in Beason and has three children and four Grandchildren.
Dave Rush Vice-President
Rush joined the Local 916 in August, 2000, leaving a 15 year tenure in the trucking industry with ABF Freight and USF Holland, where he was also a steward. In 2008, Dave took over the office of Vice President for Local 916. He serves as the business agent for the Freight, Newspaper, and Public Service industries.
He lives in Sherman with wife Terri.
Tom Clatfelter Secretary Treasurer
Tom has been on the Executive Board since 1996 as he served as a Trustee from 1996 - 2002. He now holds the office of Secretary Treasurer. Prior to working at the Local Union Hall he was employed at E&F Distributors for 29 years where, for that 29 years, served as Union Steward. In total, Tom has been a lifelong Teamster and a part of Local 916 for 41 years. He is the business agent for the Brewery & Soft Drink, Dairy, Linen, Public Service, Automotive and Bakery Industries.
He lives with his wife Linda in Sherman. They have three sons and four beautiful granddaughters and 1 beautiful grandson.
Leo Carroll Executive Assistant
Leo is a veteran Local 916 officer, serving as Interim Principal Officer from January 1998 to December 1998. Carroll is the Business Agent for the Public Service industry with a focus on the 2,300 IDOT Protech members. Leo recently stepped down as Recording Secretary, but remains at Local 916 as our Executive Assistant.
He lives in Jacksonville with wife, Peggy. They have three adult children.
J.P. Fyans, III Recording Secretary/Legal Counsel
J.P. joined Teamsters Local 916 in 2008 as their legal counsel and he represents our members on disciplinary matters, grievances, contract negotiations and arbitrations. Originally from Springfield, J.P. received his Bachelor of Arts from Illinois Wesleyan University in Bloomington and his Juris Doctorate Degree from The John Marshall Law School in Chicago. He is licensed to practice law in Illinois, Wisconsin, and the United States District Court, Northern District of Illinois. In 2012, JP was named to the Springfield Business Journal’s “40 under 40.”
He and his wife Kristin live in Springfield with their sons Jackson and Charlie.
Jimmy Franklin Trustee
Jimmy has been employed at the Illinois Department of Transportation and a Teamster Member for 33 years. He has been the IDOT Division 8 Representative for the last 29 years and has been a Trustee for Local 916 since 1999. For 23 years, he has served as East St. Louis Men’s Track and Field Assistant Coach. Franklin lives in Belleville with his wife Linda. They have one son, Jamie.
Dave Shafer Trustee
Dave has been employed by Nestle in Jacksonville and a Teamster Member for over 43 years. Shafer has been a Trustee of the Local since 1999. He lives in Jacksonville with his wife, Ann. He has two adult children and three grandchildren.
Rick Sturm Sergeant of Arms
Rick works at the Secretary of State office as a Yard Maintenance Crew member for the last 28 years. In addition to being a member of the Secretary of State Bargaining Team, he has served as the steward for the yard crew for the last three years. Rick has served the local as the Sergeant of Arms since 2012.
